Jefferson County, with an estimated population of 659,197, is the most populous county in Alabama. Jefferson County was established on December 13, 1819, by the Alabama Legislature. It was named in honor of President Thomas Jefferson. The county is located in the north-central portion of Alabama, on the southernmost edge of the Appalachian Mountains. It is bordered by Tuscaloosa County, Bibb County, Shelby County, Walker County, Blount County, and St. Clair County. In 2011, Jefferson County was $4.2 billion in debt, and declared bankruptcy. In December 2013, Jefferson County emerged from bankruptcy following approval of a bankruptcy plan by the U.S. Bankruptcy Court. There are 37 municipalities in Jefferson County with 9 municipalities partly in adjoining counties. The city of Birmingham is the county seat, and largest city in Jefferson County, with an estimated population of 212,157. From Birmingham's founding in 1871, until the end of the 1960s, it was a primarily industrial center of the southern United States. In the 1970s, urban renewal efforts focused around the development of the University of Alabama at Birmingham, which has become a major medical and research center. Downtown Birmingham has dedicated new resources in reconstructing the downtown into a 24-hour mixed use district.
