Jefferson Parish, with an estimated population of 439,036, is the second most populous parish in Louisiana, behind East Baton Rouge Parish. The parish was established by the Louisiana Legislature on February 11, 1825, and was named for Thomas Jefferson, the third President of the United States. Jefferson Parish is located in the southeast section of the state, and is bordered by Orleans Parish, St. Bernard Parish, Plaquemines Parish, Lafourche Parish, St. Charles, and St. Tammany Parish. The parish took a hard hit with the landfall of Hurricane Katrina in August 2005. The East Bank of the parish experienced widespread flooding with the West Bank experiencing much wind damage. Even though it was affected by the hurricane, it rebounded more quickly than the adjacent Orleans Parish. In April 2007, Jefferson Parish led the nation in job growth, as rebuilding of the parish continued. The city of Gretna is the second largest city, and the parish seat of Jefferson Parish. There are three other cities, and three towns in the parish. The largest community in the parish is Metairie, a census designated place (CDP). It is a suburb of New Orleans, and is the fifth-largest CDP in the United States. It would be the 4th largest city in Louisiana if it were incorporated. Since it is not a city, it has no mayor or local government of its own, and is governed by the Jefferson Parish Council.
