Baltimore County was created in 1659 and is named after Cecil Calvert, 2nd Baron Baltimore, the proprietor of the colony. The county lost some of its territory to other counties in the 18th and 19th Centuries. Today, it is bordered by Harford County on the east, Kent County across Chesapeake Bay on the southeast, the independent City of Baltimore on the south, Howard County on the southwest, and Carroll County on the west. Its northern border is with the Pennsylvania county of York. Baltimore County has no incorporated municipalities; its county seat is Towson, a Census-designated place with 55,000 residents. The southern part of the county nearest the City of Baltimore is suburban, while the northern part is mostly rural.
